This is a fascinating 2001 paper from McManus in the Science Faculty at University of Washington, arguing for great sensitivity in peer review, and the importance of reviewer and reviewee being aware of two basic paradigms of teaching and learning (teacher-centred and learner-centred) so that the review is appropriately contextualised.
