Preamble

The Higher Education Research Data Collection is the primary source of information on research related income and research publications, and is used by the Commonwealth Government to determine the distribution of funding for research and research training through the Institutional Grant Scheme (IGS) and the Research Training Scheme (RTS).

It is in our best interest to ensure that the collection be complete and accurate in accordance with the collection specifications.

Funding for research & research training

The IGS is allocated according to a formula that takes account of research student places, research related income and research outputs.  The RTS is allocated on performance on the basis of research student completions, research related income and research outputs.

JCU's share of the publications component has averaged 1.4% of total institutional publications over the last 5 years.  It is essential that we maximize our returns on publications by submitting a complete publications collection not only to ensure that our proportionate share of funding does not diminish but in an attempt to enhance our competitive status.

Internal Budget Allocation

Publications also play an important role in the allocation of the research component of the internal budget to Schools.

Schools are advised to ensure that they submit as comprehensive a collection as possible to maximize their research budgetary component.  Submission of hard data for these categories will be required.

Responsibility for the Collection of Data

School

Researchers are responsible for ensuring that publication information, including any photocopies required for verification, is provided to the School for data entry and for certifying the accuracy and classification of the publication data, printed on the Publication Cover Sheet.

Heads of School are responsible for establishing collection and data entry procedures within the School, certification of individual publication cover sheets, provision of supporting documentation for verification and the completeness and accuracy of the School data.

It is recommended that Schools nominate an academic who is responsible for:

  • establishing collection procedures;
  • ensuring the timely completion of the initial information gathering process;
  • ensuring that all appropriate publications are included;
  • advising other academics of the correct classification of publication;
  • ensuring that each publication cover sheet has been certified by one of the authors or the Head of School;
  • advising the Head of School on completeness and accuracy of School data; and
  • checking that the supporting documentation is complete and provided to the Library.

Vice-Chancellor

The Vice-Chancellor is required to certify the correctness of data.

Electronic Collection

In an attempt to facilitate the collection process and to ensure accuracy and completeness, the collection of publications data will be based on the BibEntry05 module developed in Research Services as part of the Research Information Management System (RIMS).  Instructions for accessing the BibEntry05 module can be found here.

The Research Information Systems Coordinator is responsible for database development and maintenance and can advise and provide guidance on the use of BibEntry; contact Floris van der Leest, ext. 4568.

Verification Documentation

Hard copies of data are required to ensure compliance with the verification requirements, to provide for audit purposes and to be retained in an accessible and central location.

For each publication, a cover sheet plus hard copies of supporting documentation as per the specifications (as listed on the cover sheet) should be lodged with Information Resources, Ground Floor Library Building (Douglas campus) or mailed internally to Jackie Wolstenholme.
Publications can be sent to the Library all year.

Mon 19 May 08 Final Date for submission of publications,
from this date onwards, entries can only be amended
Fri 20 Jun 08 Meeting of Information Resources Working Group (aka Expert Panel)
Fri 27 Jun 08 Database closed, entries for 2007 locked, report year set to 2008
Mon 30 Jun 08 Deadline of HERDC Publication data
Fri 25 Jul 08 Morning Tea with preliminary data analyses for all publication submitters
