Organisational Structure Policy

Intent

This policy provides a framework to manage and record the corporate structure of the University.  The policy outlines the responsibilities and approvals requirements for the establishment of, or changes to the University’s organisational structure.

Scope

This policy applies to JCU Australia (excluding JCU Brisbane and JCU Singapore).

Definitions

Organisational Group: An Organisational Group is a reportable group within the University, these can include Colleges, Directorates, Centres (e.g. Indigenous Education and Research Centre) and Research Institutes. The University’s financial controls and reporting occur at Organisational Group level. For administration purposes the Organisational Group is captured by the first 3 digits of the Organisation Code (e.g. 222 – College of Arts, Society and Education).

Organisational Group Head: Refers to the Human Resources Sub-delegations Register Delegation Band 5.

Organisational Levels:

  • X - JCU Corporate
  • XX - Division (first 2 digits)
  • XXX - Organisational Group (College/Directorate) (first 3 digits)
  • XXXX - Organisational Unit (Academic Group/Unit)  (4 digits)
  • XXXXXX – Organisational Team (Clevel – HR System) (6 digits)

Organisational Structure: An Organisational structure is a system used to define a hierarchy within an organisation. It identifies each area, and where it reports to within the organisation.

Strategic Organisational Level: The University Strategic Organisational Level includes the Division Level and above.

Policy

  • The Organisational Structure will be best-placed to fulfil the University’s strategic intent and objectives in a manner that is consistent with the University’s values and beliefs.
  • The University will ensure a flexible and transparent approach to structuring its organisation and will facilitate efficient business management to enable system alignment for management reporting.
  • Proposals for change to the Organisational Structure by the Organisational Group Head, will be undertaken consistently with the JCU Enterprise Agreement.
  • Approval of change proposals to the Organisational Structure will be in accordance with the HR Sub-delegations Register, the JCU Delegations Policy, and consistent with the change requirements of the Enterprise Agreement where it applies.
  • The establishment of, or changes, including name changes, to the Organisational Structure at the Strategic Organisational Level will be approved by Council, on the recommendation of the Vice Chancellor.
  • The establishment of, or changes, including name changes, to the Organisational Structure at the Organisational Group Level, approval is by the Vice Chancellor.
  • The establishment of, or changes, including name changes, to the Organisational Structure below Organisational Group Level, approval is by the HR Sub-delegations Register Band 7 or above, and consistent with the principle that an officer cannot exercise a delegation in relation to another officer at the same or more senior level.
